Steam is an evil locomotive controlled by an equally evil Conductor, who is in the service of Cynder when she was controlled by the Dark Master. Found in Munitions Forge, an island overshadowed by a volcano called "Boyzitbig".
Its attack moves are very similar to that of the Ravage Rider.
