The Dark Master's Army seems to be an alliance of several races, the apes may have beeen the first race to be loyal to him, in The Legend of Spyro: Dawn of the Dragon, there is a race called Grublins. There seem to be humanoid creatures that seem to be loyal to him, the Ice King for example.
The Dark master's Army was at war with the Allies. (You can find more information on the wat, see article Dark Master-Allies War).
