Bazil the Explorer is a human seen in Mystic Marsh in Ripto's Rage. He'll give you an orb once you have collected 4 spark plugs for his jeep, which were stolen by Kangaroo Thieves. He has a uncanny resemblance to the Mayor in the Metro Speedway.
