Fluffy is a Weather Imp from Cloud Spires.
He appears to be the inhabitant of Cloud Spires that helps Spyro use the balloon to reach Midday Gardens after he help him and his people regain their peaceful city from the Rhynocs, but the imp that appears in Sunrise Spring is actually Cumulus. Where Fluffy was really heading to remains unknown.
