Water is a type of dragon breath only exclusive in Spyro: A Hero's Tail, and is not available in the Legend of Spyro games. It does not do any harm to enemies, with the exception to fodder and fire based enemies (e.g. Fire Imps and Phoenixes). However, it is useful in solving puzzles, like activating waterwheels.
