This engine is battled on Munitions Forge, an island overshadowed by a volcano called "Boyzitbig". He, and the train Conductor, were in place to guard Terrador while his energy was drained, but ultimately, Spyro managed to overcome and destroy Steam, likely taking the Conductor with it.
