The Pirate Fleet is made up of many ships, how many is unknown, the fleet is up of flying ships, some bigger then others, by the amount of gold, they maybe raiders. There is more than one race in the fleet, maybe an alliance of other races, they may have been at war with the allies, but later they come at war with the Dark Master's army. The war between the Dark master and pirate fleet, may have started because, the Pirate fleet may have refused to give them Cynder and possibly Spyro, the fleet was attacked and maybe lost the war, the war may have been more of get what they need and leave.
