Falcons are the birds that Hunter used to send and get messages. The falcon can first be seen flying over the Well of Souls in The Legend of Spyro: Dawn of the Dragon.

The same falcon is seen with Hunter after he guides Spyro, Cynder, and Sparx from the Catacombs, and sent it off to tell Ignitus that he has found the three heroes. After the Destroyer completed its journey, Hunter was later told by Ignitus to send his falcons to warn everyone in the outer regions to get underground as quickly as they can.
