Like with the other speedways, it begins with your time counting down. Completing tasks increases your time. One you have succeeded in managing an 'All In One' score, play again. In Ocean Speedway, you're looking for Queen Finny. She's in the center of a group of spectators cheering on the boaters. Get close to her to speak.
