The reason for this change is Spyro's juxtaposition in the war between Land Blubbers and Breezebuilders, which is almost constant.
All of the Breezebuilders found in Breeze Harbor resemble pelicans.
In the Reignited Trilogy, the Breezebuilders are redesigned to now wear army gear, in order to signify their war with Zephyr.
