Patton is one of the captive Dragon Masters in the Dragonfly Dojo. He can be found in the Tank Training Arena, where he serves as the instructor for the side-game, and informs you how to play.
After successfully completing the challenge, he gives you a dragonfly (Cub) as a prize.
