Water is a type of dragon breath exclusive only in Spyro: A Hero's Tail. It does not do any harm to enemies, with the exception to fodder and fire based enemies (e.g. Fire Imps and Phoenixes). However, it is useful in solving puzzles, like activating waterwheels.
