Gem Lamps are a special kind of lamps found in the level Glimmer in Spyro 2: Ripto's Rage!. They are constructed in such a way that the part that light up is made of the same material as Gems. They are used together so they all send their lights into one large transmitter in the middle, making it light up in all sorts of colours.
In one of the sidquests, the gem lights had been turned off, so the Gemcutters challenged Spyro to light them all up, and as a reward for doing so gave him Orbs.
