Useni is a Dream Weavers dragon who first appeared in Spyro the Dragon.
He can be found in Lofty Castle. Once you've made your way over to the castle, an entrance guarded by enemies leads to a small room. Use the whirlwind to fly up enough to glide across, flame the Gnorcs and the Fairy cages. The Fairies will open a Whirlwind which will take you up to Useni.
In Spyro Reignited Trilogy he appears shorter and more muscular and is a darker green, instead of tall and thin looking and lighter green. He wears a purple towel trimmed with white, has a long red drooping moustache, slippers, and electricity can be seen on his horns.
